The checker compares your band against neighbouring properties of the same type and size, factors in any extensions or major changes since 1991, and checks for "single person" or "disabled band reduction" discounts. A formal proposal then triggers a VOA review — they can lower, leave, or in rare cases raise the band, so evidence matters.
Worked example
A 3-bed semi in band D where all five identical neighbours are band C is a strong challenge. Average refund where successful is £1,200–£3,000 plus an annual saving of around £200–£300.
