UK ULEZ and Clean Air Zones 2026: Charges, Coverage and Compliance

Eight UK cities now operate Clean Air Zones, with London's ULEZ covering the largest area in Europe. Drivers caught in non-compliant vehicles face daily charges of £8-£12.50 — and PCNs of up to £180 if they don't pay. Where zones operate in 2026

London ULEZ covers all 33 boroughs to the M25 boundary — the largest scheme in Europe. Daily charge: £12.50. Operates 24/7 (Christmas Day excluded).

Class D Clean Air Zones (cars + LGVs + buses + taxis): Birmingham, Bristol, Sheffield. Class C (LGVs and above only): Bath, Tyneside, Bradford, Portsmouth. Glasgow operates a Low Emission Zone in the city centre. Charges range £8-£12.50/day.

What counts as compliant

Petrol cars: Euro 4 or newer (most petrol cars first registered from January 2006). Diesel cars: Euro 6 or newer (most diesels first registered from September 2015).

Motorcycles: Euro 3 or newer (most from July 2007). Vans up to 3.5t: same petrol/diesel standards as cars. Heavier vehicles have separate Euro VI requirements.

Exemptions and discounts

Disabled tax class vehicles, historic vehicles (40+ years), agricultural vehicles and certain specialist vehicles are usually exempt nationally. Some zones offer temporary exemptions for residents.

London's ULEZ scrappage scheme closed in 2024. Birmingham, Bradford and Portsmouth still operate exemption schemes for low-income local residents and small businesses — typically a 1-2 year grace period.

How charges work

London ULEZ uses ANPR cameras throughout the zone. There's no toll booth — you pay online, by app or by phone within 3 days of driving. Auto-pay setup avoids the risk of forgetting (penalty up to £180 for non-payment).

Other zones use similar ANPR enforcement. Charges are per calendar day, not per entry — so multiple trips in one day are one charge. Don't assume rental cars are paid for; many rental contracts pass charges and admin fees to the renter.

Practical checks before buying or driving

Check any vehicle's compliance free: TfL ULEZ checker (London) or GOV.UK CAZ checker (everywhere else). Both use registration plate lookup against the DVLA Euro emissions database.

If buying a used car for use in a zone city, run the check before negotiating — non-compliance can knock £1,500-£3,000 off resale value, especially for older diesels. Don't rely on the seller's word.

Are EVs and hybrids exempt everywhere?

Each zone is independently enforced. Driving from Birmingham to Bristol in a non-compliant car incurs charges in both cities.
